A diagnosis for a life-threatening disease can be financially and emotionally devastating for families. General health insurance may cover only so much, and other comprehensive plans do not cover expenses for the entire treatment. In such medical emergencies, the government has multiple schemes and funding options in place that provide financial aid on an ad-hoc basis, to help those affected.

 

Here are a 3 schemes offered by the state of Delhi to provide treatment aid to cancer patients:

 

 

1. Delhi Arogya Kosh Scheme

Delhi Arogya Kosh is a registered society, which provides financial assistance to EWS patients under treatment in empanelled government hospitals in the state.

 

  • The scheme includes 123 packages for cancer treatment
  • The upper limit of cancer treatment is INR 5 lakhs or 100% of the estimated cost of the treatment - whichever is less
  • To apply, the applicant will be required to produce income certificate, domicile certificate, ration card, EPIC (Voter ID), driving licence, extract from the electoral roll, Aadhaar card
  • A patient is not eligible for financial assistance under this scheme, if 
    • The annual family income is higher than INR 3 lakhs
    • They have domiciled in Delhi for a period of less than three years

2. Health Minister’s Cancer Patients Fund (HMCPF)

The Health Minister’s Cancer Patients Fund, a component of the umbrella scheme of RAN, provides financial assistance to patients below poverty line suffering from cancer and undergoing treatment in the enlisted Regional Cancer Centres (RCC) in the state - Indian Rotary Cancer Institute, AIIMS, New Delhi. 

 

  • Each cancer patient can receive a one-time grant of INR 2 lakh, up to INR 5 lakh depending on urgency
  • There is no reimbursement for expenditure already incurred
  • To apply, the applicant will be required to produce a duly completed and signed application form, copy of income certificate and copy of ration card
  • A patient is not eligible for financial assistance under HMCPF, if:
    • Their family is covered under Pradhan Mantri Jan Arogya Yojana (PMJAY)
    • They or their family member is a government servant
    • They are receiving treatment in a private hospital

3. Delhi Arogya Nidhi (DAN)

This scheme aims to provide financial assistance up to INR 1.5 lakhs to those patients for treatment of diseases like cancer in all the government hospitals in the state. 

 

  • The patient should belong to a family whose annual income is less than INR 1 lakh per annum
  • To apply, the applicant will be required to produce a ration card, EPIC Card, birth certificate in case the patient is a minor, extract from electoral roll, Aadhaar card, original estimate certificate, a copy of the National Food Security Card or income certificate and photocopies of the treatment record
  • A patient is not eligible for financial assistance under this scheme, if 
    • They have not been residing in Delhi continuously for the last 3 years (prior to the date of submission of application)
    • They are not availing treatment at a government hospital

In such medical emergencies, the government has multiple schemes and funding options in place that provide financial aid on an ad-hoc basis, to help those affected.

 

Here are 3 national schemes offered by the state of Tamil Nadu to provide treatment aid to cancer patients:

1. Chief Minister’s Comprehensive Health Insurance Scheme

Under this scheme, families under the BPL category would be given insurance cover via empanelled hospitals in the state. This scheme aims to reduce the financial hardship of enrolled families in case of health emergencies or unexpected diagnoses of severe illnesses like cancer. 

 

  • The scheme seeks to provide cashless hospitalisation for specific ailments/procedures 
  • It provides coverage up to INR 5 lakhs per family, per year on a floater basis for the ailments and procedures covered under the scheme.
  • Annual family income should be less than INR 1.2 lakhs per annum. 
  • This scheme can be availed for a duration of one year
  • To apply, the applicant will be required to produce a family card, Aadhaar card and income certificate by the VAO/Revenue Authorities along with the self-declaration of the head of the concerned family.
  • A patient is not eligible for financial assistance under this scheme, if 
    • They are already availing free treatment in a government hospital
    • They are eligible for medical reimbursement from other sources or have medical insurance 
    • They are not domiciled in Tamil Nadu

The Health Minister’s Cancer Patients Fund, a component of the umbrella scheme of RAN, provides financial assistance to patients below poverty line suffering from cancer and undergoing treatment in any of the 2 enlisted Regional Cancer Centres (RCC) in the state - Regional Cancer Institute (WIA), Adyar, Chennai and Government Arignar Anna Memorial Cancer Hospital, Kancheepuram

 

  • Each cancer patient can receive a one-time grant of INR 2 lakh, up to INR 5 lakh depending on urgency
  • There is no reimbursement for expenditure already incurred
  • To apply, the applicant will be required to produce a duly completed and signed application form, copy of income certificate and copy of ration card
  • A patient is not eligible for financial assistance under HMCPF, if:
    • Their family is covered under Pradhan Mantri Jan Arogya Yojana (PMJAY)
    • They or their family member is a government servant
    • They are receiving treatment in a private hospital

The Chief Minister’s Public Relief Fund is an emergency assistance scheme for granting relief to deserving families and individuals affected by natural calamities, or loss of life of relatives due to accidents, or for medical treatment for major diseases.

 

  • Funds are allocated on the approval of the Chief Minister
  • Persons suffering from cancer can apply for the same financial assistance again after a period of two years.
  • To apply, the applicant will be required to produce a duly completed and signed application form, passport-size photo of patient, BPL card, EPIC and Aadhar card, original final hospital bill and discharge summary or estimation summary
  • A patient is not eligible for financial assistance under this scheme, if 
    • Their family is covered under Employees’ State Insurance Scheme (ESI), Central Government Health Scheme (CGHS) or any similar existing health-related scheme with provisions for reimbursements
    • Annual family income exceeds INR 1 lakh

A diagnosis for a life-threatening disease can be financially and emotionally devastating for families. General health insurance may cover only so much, and other comprehensive plans do not cover expenses for the entire treatment. In such medical emergencies, the government has multiple schemes and funding options in place that provide financial aid on an ad-hoc basis, to help those affected.

 

Here are 3 national schemes offered by the state of Tamil Nadu to provide treatment aid to cancer patients:

 

 

1. Chief Minister’s Comprehensive Health Insurance Scheme

Under this scheme, families under the BPL category would be given insurance cover via empanelled hospitals in the state. This scheme aims to reduce the financial hardship of enrolled families in case of health emergencies or unexpected diagnoses of severe illnesses like cancer. 

 

  • The scheme seeks to provide cashless hospitalisation for specific ailments/procedures 
  • It provides coverage up to INR 5 lakhs per family, per year on a floater basis for the ailments and procedures covered under the scheme.
  • Annual family income should be less than INR 1.2 lakhs per annum. 
  • This scheme can be availed for a duration of one year
  • To apply, the applicant will be required to produce a family card, Aadhaar card and income certificate by the VAO/Revenue Authorities along with the self-declaration of the head of the concerned family.
  • A patient is not eligible for financial assistance under this scheme, if 
    • They are already availing free treatment in a government hospital
    • They are eligible for medical reimbursement from other sources or have medical insurance 
    • They are not domiciled in Tamil Nadu

2. Health Minister’s Cancer Patients Fund (HMCPF)

The Health Minister’s Cancer Patients Fund, a component of the umbrella scheme of RAN, provides financial assistance to patients below poverty line suffering from cancer and undergoing treatment in any of the 2 enlisted Regional Cancer Centres (RCC) in the state - Regional Cancer Institute (WIA), Adyar, Chennai and Govemment Arignar Anna Memorial Cancer Hospital, Kancheepuram

 

  • Each cancer patient can receive a one-time grant of INR 2 lakh, up to INR 5 lakh depending on urgency
  • There is no reimbursement for expenditure already incurred
  • To apply, the applicant will be required to produce a duly completed and signed application form, copy of income certificate and copy of ration card
  • A patient is not eligible for financial assistance under HMCPF, if:
    • Their family is covered under Pradhan Mantri Jan Arogya Yojana (PMJAY)
    • They or their family member is a government servant
    • They are receiving treatment in a private hospital

A cancer diagnosis can be a shocking and frightening experience, and the associated financial strain can add significantly to the psychological stress of an uncertain future. Fortunately, the government offers various programs to help offset the costs of medical treatment for those facing financial hardship. 


Here are 4 government schemes offered by the state of West Bengal to provide treatment aid to cancer patients:

1. Free Cancer Treatment In State-Run Hospitals

The West Bengal Government offers free treatment for cancer patients in every government medical institution within the state. This service, furnished by the State Health Department and rendered to every citizen in the state, provides access to beds, cancer medicine, chemotherapy, radiotherapy and surgical procedures for all types of cancer - free of cost.

2. Swasthya Sathi Scheme

An entirely state-funded scheme, every resident of the state, i.e every family and every citizen, irrespective of age, is entitled to receive a basic health cover for tertiary and secondary healthcare in any of the 1,500 enlisted hospitals.

 

  • The scheme is completely cashless, paperless, smart card-based and run on an IT platform
  • The scheme can also be accessed through its mobile application
  • Patients are entitled to receive annual coverage of up to ₹5 lakhs on a family-floater basis, with no capping on family size
  • Every beneficiary family is provided with an online Swasthya Sathi smart card on the day of enrolment, which will be utilised to avail benefits under this scheme

2. Swasthya Sathi Scheme

An entirely state-funded scheme, every resident of the state, i.e every family and every citizen, irrespective of age, is entitled to receive a basic health cover for tertiary and secondary healthcare in any of the 1,500 enlisted hospitals.

 

  • The scheme is completely cashless, paperless, smart card-based and run on an IT platform
  • The scheme can also be accessed through its mobile application
  • Patients are entitled to receive annual coverage of up to ₹5 lakhs on a family-floater basis, with no capping on family size
  • Every beneficiary family is provided with an online Swasthya Sathi smart card on the day of enrolment, which will be utilised to avail benefits under this scheme

  • A patient is not eligible for financial assistance under CMRF, if their family is covered under the Employees’ State Insurance Scheme (ESI), Central Government Health Scheme (CGHS) or any similar existing health-related scheme with provisions for reimbursements

The Health Minister’s Cancer Patient Fund, set up under the Rashtriya Arogya Nidhi (RAN), has been established in 2 Regional Cancer Centres (RCCs) in the state of Maharashtra - Tata Memorial Hospital, Mumbai and R.S.T. Hospital & Research Centre, Nagpur.

 

  • Financial assistance of up to INR 2,00,000 is provided to a cancer patient from the BPL category
  • Grants from HMCPF would not be used where treatment/facilities for cancer treatment are available free of cost.      
  • To apply, the applicant will be required to produce a duly completed and signed  application form, copy of income certificate and copy of ration card
  •   A patient is not eligible for financial assistance under HMCPF, if 
    • Their family is covered under Pradhan Mantri Jan Arogya Yojana (PMJAY)
    • They or their family member is a government servant
    • They are receiving treatment in a private hospital

  • MJPJAY provides cashless healthcare services to the beneficiaries for serious illnesses requiring hospitalisation including cancer 
  • Patients undergoing treatment in Maharashtra should be domiciled in the state 
  • Those seeking assistance should hold White/Orange/Yellow Ration Card, Antyodaya Anna Yojana Card (AAY) or Annapurna Card
  • The scheme provides coverage for meeting all expenses in government and private empanelled hospitals, relating to hospitalisation up to ₹1.50 lakhs per family per year. 
  • The benefit is also available to each and every member of the family on floater basis
  • To apply, the applicant will be required to produce PAN card / Voter ID / Aadhaar card / nationalised bank passbook with photograph as address proof, driving license / school /college ID, handicap certificate, Tehsildar’s  stamps on the applicant’s photograph
  • A patient is not eligible for financial assistance under SIAF, if 
    • They are not domiciled in the state of Maharashtra

Chief Minister’s Distress Relief Fund is an emergency assistance scheme for granting relief to deserving families and individuals affected by natural calamities or loss of life of relatives due to accidents or for medical treatment for major diseases.

 

  • Funds are allocated on the approval of the Chief Minister
  • Persons suffering from cancer can apply for the same financial assistance again after a period of two years.
  • To apply, the applicant will be required to produce a duly completed and signed application form, passport-size photo of patient, BPL card, EPIC and Aadhar card, original final hospital bill and discharge summary or estimation summary
  • A patient is not eligible for financial assistance under this scheme, if 
    • Their family is covered under Employees’ State Insurance Scheme (ESI), Central Government Health Scheme (CGHS) or any similar existing health-related scheme with provisions for reimbursements
    • Annual family income exceeds INR 1 lakh

Under this scheme, children under 18 years in the BPL category would be given free treatment for cancer through designated government hospitals in the state. All expenditures for investigations and treatment will be met from this scheme. 

 

  • This scheme is meant to cover the cost of drugs, investigations, procedures, implants, etc. which the government does not cover in other schemes already
  • The ceiling of expenditure per child would be initially INR  50,000
  • This scheme will not cover rent of pay wards, procurement of expensive drugs, investigations etc
  • Those patients found eligible would be registered under the scheme and a ‘Patient Card’ would be issued to them
  • This scheme can be availed for a duration of one year
  • To apply, the applicant will be required to produce a confirmed diagnosis of cancer, BPL card, Aadhaar card and other relevant documents.
  • A patient is not eligible for financial assistance under this scheme, if 
    • They are above 18 years of age
    • They are already availing free treatment in a government hospital
    • They are eligible for medical reimbursement from other sources or have medical insurance are not eligible for this scheme. 
    • They are not domiciled in Kerala

4. Karunya Benevolent Fund

The Karunya Benevolent Fund is an assurance scheme of the Kerala government which provides financial aid for poor people suffering from serious ailments, by raising funds through the Kerala State Lottery. The scheme is managed by the State Lotteries Department (Taxes). All costs are incurred by the state government.

 

  • This scheme is applicable to those with an annual family income of less than INR 3 lakhs
  • Cancer patients can avail up to INR 2 lakhs
  • To apply, the applicant will be required to produce their ration card, income certificate and Aadhar card

5. Sukrutham Scheme

Under this scheme, free treatment is provided to cancer patients, and is presently available at empanelled hospitals in the state.

 

  • Those holding BPL (below-poverty line) cards as well as those covered by the Rashtriya Swasthya Suraksha Yojana, the national health insurance scheme, are eligible 
  • The government will supply drugs and consumables to all the hospitals under the Sukrutham scheme
  • Children suffering from cancer can avail free education under this scheme
  • The maximum benefit that can be availed is INR 3 lakhs
  • To apply, the applicant will be required to produce proof of cancer diagnosis, ID proof, ration card, Aadhar card, and residential proof

6. Comprehensive Health Insurance Scheme (CHIS) Plus

The Comprehensive Health Insurance Scheme (CHIS) Plus, implemented by the Comprehensive Health Insurance Agency of Kerala (CHIAK) is aimed at the poor and economically-weaker sections of society, who are suffering from diseases such as cancer.

 

  • CHIS Plus scheme allows the beneficiaries to claim treatment expenses at any government medical college hospital and general hospitals in the state 
  • Cancer patients can claim an amount of INR 70,000 in addition to INR 30,000 worth of treatment ensured by the smart card.
  • The hospitals where the beneficiaries seek treatment can directly claim the cost of treatment up to INR 1 lakh.
  • To apply, the applicant will be required to produce a declaration form with details of the family members’ income certificate, passport-size photograph, ration card, Aadhar card, and residential certificate. 
  • A patient is not eligible for financial assistance under this scheme, if they are in any other government health insurance scheme in India or are eligible for reimbursement of treatment expenses via any other means

4. Karunya Benevolent Fund

The Karunya Benevolent Fund is an assurance scheme of the Kerala government which provides financial aid for poor people suffering from serious ailments, by raising funds through the Kerala State Lottery. The scheme is managed by the State Lotteries Department (Taxes). All costs are incurred by the state government.

 

  • This scheme is applicable to those with an annual family income of less than INR 3 lakhs
  • Cancer patients can avail up to INR 2 lakhs
  • To apply, the applicant will be required to produce their ration card, income certificate and Aadhar card

5. Sukrutham Scheme

Under this scheme, free treatment is provided to cancer patients, and is presently available at empanelled hospitals in the state.

 

  • Those holding BPL (below-poverty line) cards as well as those covered by the Rashtriya Swasthya Suraksha Yojana, the national health insurance scheme, are eligible 
  • The government will supply drugs and consumables to all the hospitals under the Sukrutham scheme
  • Children suffering from cancer can avail free education under this scheme
  • The maximum benefit that can be availed is INR 3 lakhs
  • To apply, the applicant will be required to produce proof of cancer diagnosis, ID proof, ration card, Aadhar card, and residential proof

6. Comprehensive Health Insurance Scheme (CHIS) Plus

The Comprehensive Health Insurance Scheme (CHIS) Plus, implemented by the Comprehensive Health Insurance Agency of Kerala (CHIAK) is aimed at the poor and economically-weaker sections of society, who are suffering from diseases such as cancer.

 

  • CHIS Plus scheme allows the beneficiaries to claim treatment expenses at any government medical college hospital and general hospitals in the state 
  • Cancer patients can claim an amount of INR 70,000 in addition to INR 30,000 worth of treatment ensured by the smart card.
  • The hospitals where the beneficiaries seek treatment can directly claim the cost of treatment up to INR 1 lakh.
  • To apply, the applicant will be required to produce a declaration form with details of the family members’ income certificate, passport-size photograph, ration card, Aadhar card, and residential certificate. 
  • A patient is not eligible for financial assistance under this scheme, if they are in any other government health insurance scheme in India or are eligible for reimbursement of treatment expenses via any other means

Patients and their families struggle with feelings of uncertainty about treatment costs, which can be difficult to manage due to the complexity of medical bills and insurance coverage. In such times of medical crisis, the government has programs to help offset the cost of needed care. 

 

Here are 5 government schemes offered by the state of Karnataka to provide treatment aid to cancer patients:

Here are 5 government schemes offered by the state of Karnataka to provide treatment aid to cancer patients:

 

 

1. Karnataka Chief Minister's Medical Relief Fund (KCMMRF)

The KCMMRF grants financial assistance to patients below poverty line suffering from life-threatening ailments to receive treatment in any of the enlisted government hospitals, or non-enlisted hospitals of national repute in the state of Karnataka.

 

  • KCMMRF runs on public contributions and does not receive any budgetary support
  • Patients are entitled to receive a maximum of INR 1 lakh for cancer treatment
  • Funds are allocated on the approval of the Chief Minister
  • A patient can apply for financial assistance for relief before treatment, or relief after treatment
  • To apply, the applicant will be required to produce a duly completed and signed application form, passport-size photo of patient, BPL card, EPIC and Aadhar card, original final hospital bill and discharge summary or estimation summary
  • A patient is not eligible for financial assistance under KCMMRF, if:
    • Their family is covered under Employees’ State Insurance Scheme (ESI), Central Government Health Scheme (CGHS) or any similar existing health-related scheme with provisions for reimbursements
    • The disease is of common nature with inexpensive treatments

2. Ayushman Bharat - Arogya Karnataka Scheme (AB-ARK)

AB-ARK extends financial protection to patients living below poverty line that suffer from critical illnesses, to access primary, specified secondary and tertiary healthcare benefits at any of the enlisted hospitals within the state of Karnataka. 

 

  • Patients are classified as ‘Eligible Patients’ and ‘General Patients’ as defined under the National Food Security Act, 2013
  • Eligible Patients are entitled to receive family-floater coverage of up to INR 5 lakhs, per year for cancer treatment, while General Patients are entitled to receive coverage of up to INR 1.5 lakh per year, on a co-payment basis
  • To apply, the applicant will be required to produce their Aadhar card and ration card
  • A patient is not eligible for financial assistance under AB-ARK, if
    • They are covered under Employees’ State Insurance Scheme (ESI) and Central Government Health Scheme (CGHS) 
    • They are covered under the health insurance schemes of their employers
    • They have taken private health policies on their own

3. Vajpayee Arogya Shree (VA)

The VA insurance scheme was designed for patients below the poverty line suffering from critical illnesses, to increase their access to quality tertiary health care including hospitalisation, therapy and surgery.

 

  • All costs are incurred by the state government
  • People of all ages are eligible to apply for this scheme
  • Provides family-floater coverage, i.e 5 members in a family can receive up to a sum of INR 1.5 lakh annually for cancer treatment, on exhaustion of which, a further INR 50,000 is provided
  • To apply, the applicant will be required to produce a self-declaration form, along with their Aadhar card, BPL card and PDS card

4. Rajiv Arogya Bhagya (RAB)

RAB is a state-sponsored health insurance scheme for patients living above poverty line and suffering from life-threatening conditions, to avail affordable and accessible tertiary treatment. 

 

  • Patient must be a legal resident of the State of Karnataka
  • Patients can avail medical treatment at government and private hospitals
  • As there is no predetermined income bar, both APL and BPL patients can apply for this scheme
  • Patients who fall under Category A, i.e farmers labourers of unorganised sector, deprived households, SC/ST people, government employees, members of cooperatives societies, media persons and representatives, need not pay a premium
  • Whereas patients not included in Category A fall under Category B and have to pay a premium of INR 300, if hailing from rural areas, and INR 700 if failing from urban areas
  • Category A patients can avail cashless treatment, while Category B patients can claim 30% reimbursement from the government
  • To apply, the applicant will be required to produce ID proof, ration card, Aadhar card, PDS card and residential proof

5. Jyothi Sanjeevini Scheme (JSS)

JSS is an insurance plan implemented by the Government of Karnataka that offers cashless medical aid to employees of the state government and their families, at any of the empanelled hospitals. 

 

  • Any Karnataka state government employee and their family is qualified to apply for the scheme
  • The scheme provides an annual cover of INR 1.5L per year for serious illnesses requiring tertiary treatments
  • The government employee has to manage 30% of the final medical charges carried out in the general ward, while the government takes care of the remaining 70% 
  • The government covers 50% of the final medical charges carried out in a super-speciality ward
  • To apply, the applicant will be required to produce a declaration form with details of the family members’ income certificate, passport-size photograph, ration card, Aadhar card, and residential certificate. 
  • A patient is not eligible for financial assistance under JSS if they are in any other government health insurance scheme in India

6. Health Minister’s Cancer Patients Fund (HMCPF)  

The Health Minister’s Cancer Patients Fund, a component of the umbrella scheme of Rashtriya Arogya Nidhi (RAN), provides financial assistance to patients below poverty line suffering from cancer and undergoing treatment at Karnataka's Kidwai Memorial Institute of Oncology Cancer Research and Training Centre.

1. Karnataka Chief Minister's Medical Relief Fund (KCMMRF)

The KCMMRF grants financial assistance to patients below poverty line suffering from life-threatening ailments to receive treatment in any of the enlisted government hospitals, or non-enlisted hospitals of national repute in the state of Karnataka.

 

  • KCMMRF runs on public contributions and does not receive any budgetary support
  • Patients are entitled to receive a maximum of INR 1 lakh for cancer treatment
  • Funds are allocated on the approval of the Chief Minister
  • A patient can apply for financial assistance for relief before treatment, or relief after treatment
  • To apply, the applicant will be required to produce a duly completed and signed application form, passport-size photo of patient, BPL card, EPIC and Aadhar card, original final hospital bill and discharge summary or estimation summary
  • A patient is not eligible for financial assistance under KCMMRF, if:
    • Their family is covered under Employees’ State Insurance Scheme (ESI), Central Government Health Scheme (CGHS) or any similar existing health-related scheme with provisions for reimbursements
    • The disease is of common nature with inexpensive treatments

2. Ayushman Bharat - Arogya Karnataka Scheme (AB-ARK)

AB-ARK extends financial protection to patients living below poverty line that suffer from critical illnesses, to access primary, specified secondary and tertiary healthcare benefits at any of the enlisted hospitals within the state of Karnataka. 

 

  • Patients are classified as ‘Eligible Patients’ and ‘General Patients’ as defined under the National Food Security Act, 2013
  • Eligible Patients are entitled to receive family-floater coverage of up to INR 5 lakhs, per year for cancer treatment, while General Patients are entitled to receive coverage of up to INR 1.5 lakh per year, on a co-payment basis
  • To apply, the applicant will be required to produce their Aadhar card and ration card
  • A patient is not eligible for financial assistance under AB-ARK, if
    • They are covered under Employees’ State Insurance Scheme (ESI) and Central Government Health Scheme (CGHS) 
    • They are covered under the health insurance schemes of their employers
    • They have taken private health policies on their own

3. Vajpayee Arogya Shree (VA)

The VA insurance scheme was designed for patients below the poverty line suffering from critical illnesses, to increase their access to quality tertiary health care including hospitalisation, therapy and surgery.

 

  • All costs are incurred by the state government
  • People of all ages are eligible to apply for this scheme
  • Provides family-floater coverage, i.e 5 members in a family can receive up to a sum of INR 1.5 lakh annually for cancer treatment, on exhaustion of which, a further INR 50,000 is provided
  • To apply, the applicant will be required to produce a self-declaration form, along with their Aadhar card, BPL card and PDS card

4. Rajiv Arogya Bhagya (RAB)

RAB is a state-sponsored health insurance scheme for patients living above poverty line and suffering from life-threatening conditions, to avail affordable and accessible tertiary treatment. 

 

  • Patient must be a legal resident of the State of Karnataka
  • Patients can avail medical treatment at government and private hospitals
  • As there is no predetermined income bar, both APL and BPL patients can apply for this scheme
  • Patients who fall under Category A, i.e farmers labourers of unorganised sector, deprived households, SC/ST people, government employees, members of cooperatives societies, media persons and representatives, need not pay a premium
  • Whereas patients not included in Category A fall under Category B and have to pay a premium of INR 300, if hailing from rural areas, and INR 700 if failing from urban areas
  • Category A patients can avail cashless treatment, while Category B patients can claim 30% reimbursement from the government
  • To apply, the applicant will be required to produce ID proof, ration card, Aadhar card, PDS card and residential proof

5. Jyothi Sanjeevini Scheme (JSS)

JSS is an insurance plan implemented by the Government of Karnataka that offers cashless medical aid to employees of the state government and their families, at any of the empanelled hospitals. 

 

  • Any Karnataka state government employee and their family is qualified to apply for the scheme
  • The scheme provides an annual cover of INR 1.5L per year for serious illnesses requiring tertiary treatments
  • The government employee has to manage 30% of the final medical charges carried out in the general ward, while the government takes care of the remaining 70% 
  • The government covers 50% of the final medical charges carried out in a super-speciality ward
  • To apply, the applicant will be required to produce a declaration form with details of the family members’ income certificate, passport-size photograph, ration card, Aadhar card, and residential certificate. 
  • A patient is not eligible for financial assistance under JSS if they are in any other government health insurance scheme in India

The Health Minister’s Cancer Patients Fund, a component of the umbrella scheme of Rashtriya Arogya Nidhi (RAN), provides financial assistance to patients below poverty line suffering from cancer and undergoing treatment at Karnataka's Kidwai Memorial Institute of Oncology Cancer Research and Training Centre.

Here are 4 national schemes that provide treatment aid to patients with life-threatening diseases, regardless of their age or location:

 

 

1. Prime Minister’s National Relief Fund (PMNRF)

The Prime Minister's National Relief Fund provides financial aid to underprivileged patients suffering from major life-threatening diseases, to cover part of their treatment costs and enable them to receive treatment at any government/PMNRF enlisted hospitals.

 

  • PMNRF runs on public contributions and does not receive any budgetary support
  • Funds are allocated on the approval of the Prime Minister

  • To apply, the applicant will be required to produce a duly completed and signed application form addressed to the Prime Minister, copy of income certificate, copy of ration card, two passport-size photographs of the patient, original medical certificate clearly stating the type of disease, and cost estimate of treatment

Under the umbrella scheme of Rashtriya Arogya Nidhi, patients living below poverty line and suffering from major life-threatening diseases can avail financial aid and receive medical treatment at any of the 13 enlisted super specialty government hospitals or institutes.

 

  • Patients receive a one-time grant of INR 2 lakh (up to INR 5 lakh depending on urgency)
  • There is no reimbursement for expenditure already incurred
  • To apply, the applicant will be required to produce a duly completed and signed application form, copy of income certificate and copy of ration card
  • A patient is not eligible for financial assistance under RAN, if
    • Their family is covered under Pradhan Mantri Jan Arogya Yojana (PMJAY)

  • Reimbursement of expenditure already incurred is not authorised 
  • Prolonged treatment involving recurring expenditure is not permissible
  • To apply, the applicant will be required to produce a duly completed and signed application form, copy of income certificate and copy of ration card
  • A patient is not eligible for financial assistance under HMDG, if:
    • The disease is of common nature with inexpensive treatments
    • They or their family member is a government servant
    • They are receiving treatment in a private hospital
